Preparation for permit approval

in line with Germany's Federal Immission Control Act (BImSchG), Federal Water Act (WHG), and state building regulations

We will prepare all permit approval documentation in line with the requirements of the 9th German Federal Immission Control Ordinance, BImSchV, including the text part, and we will complete all forms regarding manufacturing, industrial, and agricultural installations as required by the corresponding federal state.

Our services include:

  • Processing and clarifying site-related questions, handling the process-engineering part, preparing declarations on materials used and intermediate products as well as end products and waste (if applicable),
  • Consideration of technical safety issues including hazard risk assessment in line with the German Ordinance on Industrial Safety and Health (BetrSichV, section 3: classification of areas with explosion hazards),
  • Preparation for permit approval in accordance with the respective state building regulations (authorized to present building documents in several states, recognized in all states) including working up CAD designs in 2D and 3D for required documentation (noting the building documentation regulations in the particular state), text part with calculation of key construction figures and of rainwater runoff and drainage, and official forms,
  • Internal coordination of the necessary expert assessments (air pollution levels and/or noise),
  • Designing fire prevention concepts for structural installations and special constructions, taking into consideration the Industrial Buildings Directive and requirements of the state building regulations,
  • Coordination with the proper fire prevention authorities and the respective local fire prevention organizations,
  • Applications for approval according to water legislation or applications for permission according to the Water Balance Equation Act (WHG), such as for the introduction of rain water into surface water or into groundwater (seepage), introduction of process water, on-site wastewater treatment plant, etc.
  • Notification in line with the German Ordinance on Facilities for Handling Substances Hazardous to Water (VAwS notification)

Assistance in dealing with authorities and others involved in the planning process

With us, your project is in the best possible hands, from the initial concept through to completion. We would be happy to accompany you to important meetings as an external expert, and to support you with coordination in all phases of the project:

  • Preparation and presentation of your proposal to local or city council meetings and other politically oriented functions,
  • Detailed illustration of the project and representation of the customer at meetings with authorities such as application discussions and/or hearings,
  • Inspection and evaluation of the approval granted, if necessary consultations with the authorities about excessive or unfounded conditions on the approval,
  • Project coordination with equipment suppliers and other concerned engineering firms,
  • Easing the customer's burden with respect to project coordination and administration

Producing all expert assessments required by the approval process

  • Feasibility studies and assessments in accordance with the German guidelines on odour concentrations (GIRL) and for ammonia (governed by TA Luft – technical instructions on air quality control),
  • Emissions calculations for air pollutants (e.g. ammonia, dust, odour, and many others),
  • Assessment of emissions in relation to minimum mass flows,
  • Calculation of chimney height according to TA Luft and the emissions limits stated therein,
  • Calculations of propagation according to annex 3 to TA Luft using recognized particulate modelling software (here LASAT3; if necessary, we also use the simpler software Austal2000),
  • Determination and assessment of the immission proportions,
  • Preparation of design ideas for reduction,
  • Measurement of noise preload with class 1 measuring instruments (Bruehl&Kjaehr),
  • Preparation of acoustic studies,
  • Projections of potential noise emissions,
  • Calculation of noise pollution using Soundplan 6.5 software and assessment in line with TA Lärm (technical instructions on noise control) and other statutory requirements,
  • Preparation of design ideas for noise abatement,
  • Calculations and problem solving with respect to indoor acoustics


Environmental impact studies and case-by-case review

Environmental impact studies identify, describe, and evaluate the effects of the project on people, animals, plants, soil, water, air, climate, and the landscape, as well as on cultural assets and material goods. The ecological base data for the individual environmental areas and protected objects are identified on the basis of specialized expert assessments or generally accessible information and data which can also be made available by the authorities. Environmental impact studies address interdependencies and discuss measures for preventing, reducing, or offsetting the identified effects.

  • General preliminary evaluation of the particular case (section 3c of section 1 UVPG, the German Law on Environmental Impact Assessment)
  • Preliminary evaluation of the site for the particular case (section 3c of section 2, UVPG)
  • Duty to carry out an EIA as stipulated in state legislation (section 3d, UVPG)

Interference and offset analyses including accompanying landscape preservation plans and plans for green space

  • Establishing and assessing the interference in accordance with state legislation on nature conservation,
  • Proposals and consideration of possible offset measures,
  • Calculation and proposals regarding the necessary compensatory measures according to state-specific guidelines on activity,
  • Presentation of the measures in the form of landscape preservation plans or plans for green space (visualization),
  • Consideration of the issues of landscape planning including possible photo montage or 3D visualization of the facility within the terrain/surroundings
